- Most US contractors are privately owned, small or medium
sized firms with comparatively low capitalization, and
simply do not possess adequate resources for these major,
sometimes "billion dollar", projects
- There is widespread competition for small projects, but an
open market for the largest ones
- Overseas contractors can import financial strength, skills
and experience which are not available in the US
Challenges
- Each State within the US has their own unique legal and
political environment
- US insurance market is not automatically equipped to cope
with the insurance requirements of international lenders
and seamless construction / operational insurance policies
- Much higher project insurance and bonding costs
